On December 14.12.2021, 62021150020000448, the State Bureau of Investigation opened case No. XNUMX on the facts of raiding with the possible complicity of law enforcement officers. The grounds for initiating a case in the State Bureau of Investigation were the following facts:
- On 9.11.2021/2/1, investigators of the Investigative Department of the Military Police No. 12021162510001488 of the ORUP No. XNUMX of the Main Directorate of Police in the Odessa region, without corpus delicti, based on a false statement, opened a criminal case No. XNUMX
- 18.11.2021/26.11.2021/XNUMX The prosecutor of the Primorsky District Prosecutor's Office of Odessa M. Golubkov filed a petition with the investigating judge to seize the property of TsZI. After receiving the court ruling on the seizure, prosecutor M. Golubkov did not transfer the ruling to the state registrar, and on November XNUMX, XNUMX, a raider seizure was carried out.
- The materials of criminal case No. 12021162510001488 contain a document allegedly seized during the search. This document has signs of fabricated, fictitious material evidence.

28.12.2022/947/25213 The Odessa Court of Appeal in case 22/XNUMX/XNUMX overturned the decision of the DBR investigator to close the case. What does the GBR do? Start an investigation immediately?
No. The SBI calls the court - do not send us the case materials, we will come for them ourselves. And it doesn't come. The case has been in court for two months. After several complaints from TsZI, two months later the SBI nevertheless took the case from the appellate court and transferred it to the head of the group of supervisory prosecutors, the prosecutor of the Office of the Prosecutor General V. A. Kovalev. Since March 2023, the case has been with the prosecutor V. Kovalev. The investigation has not been active for six months, because they have no materials. “TsZI” submitted seven applications to the State Bureau of Investigation to initiate criminal cases regarding various offenses committed by law enforcement officers. The SBI did not initiate a single case. Subsequently, all cases were initiated according to judges' orders.
Cases were initiated in:
- Nikolaev territorial department of the State Bureau of Investigation;
- Kiev territorial department of the State Bureau of Investigation;
- Central office of the State Bureau of Investigation.
For almost a year, not a single case has been investigated.
